for a seminar session entitled

Governing privately: the politics of civic tech in France

Overview: Our doctoral thesis shows how the construction of a civic tech 'movement' in France between 2009 and 2019 is accompanied by a privatisation of digital citizen participation. To understand how it is becoming acceptable to entrust start-ups with the task of 'hacking' democracy in order to save it, we analyse how the (re)construction of the public problem of citizen participation is giving private digital companies a central role in the modernisation of public action. In a context marked by the valorisation of innovative entrepreneurship, the use of new technologies and political renewal, support for civic tech takes the form of symbolic policies as well as financial investment and contractualisation, which are concrete ways of co-constructing a market and a professional group. Finally, the careers of civic tech entrepreneurs illustrate how private enterprise can become an ideal vehicle for individuals claiming a commitment to the general interest.
Our presentation will focus in particular on the production of civic tech public policies.

*Tatiana de Feraudy is a doctoral student in political science at the Centre Européen de Sociologie et de Science Politique (CESSP/CRPS). Her doctoral research focuses on the sociology of professions, digital technology and public action. She is also involved in a collective research project into the material conditions under which doctoral research is produced. She teaches sociology and political science.
